The qualification of a"major" project was originally applied to those projects which cost £5000 or more, but this lower limit was subsequently increased because of progressively rising building costs.

The chief types of project were:to meet the needs for schools on new housing estates;to rectify shortages of accommodation at existing schools;to meet the demand for additional places as a result of raising the compulsory school age in 1947.

In general, the projects resulted from the adoption of development plans submitted by local education authorities to the department for approval under the provision of part 2, section 11, of the Education Act 1944.
