Each county council and county borough council and the council of each borough and urban district which became a Local Education Authority under Section 1 of the Education Act, 1902, was required by Section 17 of that Act to establish an Education Committee or committees by schemes approved by the Board of Education.
Subsequently the number of Local Education Authorities was greatly reduced under the provisions of Part II Section 6 and the First Schedule of the Education Act 1944, when most of the Local Education Authorities of borough and urban districts became absorbed into the respective county authorities on the 1st April 1945 when Part II of the Act came into operation.
