Memoranda of the Board of Education and successors, HM Inspectorate intended to keep the Inspectorate informed of current educational policy and departmental procedure.
In June,1941 a new consecutive numbered series of memoranda to Inspectors was introduced, indicating after the number to which section or sections, of the Inspectorate the memorandum was addressed: General, Elementary (E), Secondary (S), Technical (T) and Divisional Inspector (DI).
The majority of this new series was adopted for Wales.
From 1966 a new system of numbering was introduced when the memoranda were numbered consecutively by year and the letter indicating to which section of the Inspectorate the Memoranda related was discontinued.
The memoranda are arranged in numerical order followed in a few cases by addenda of later date.
