The Working Party on Education Psychologists was appointed by the Secretary of State for Education and Science under the Chairmanship of Professor A.Summerfield. Its terms of reference were 'To consider the field of work of educational psychologists employed by local education authorities and the qualifications and training necessary: to estimate the number of psychologists required; and to make recommendations'.
