Papers contain the reaction of local bodies and the Board of Education to such proposals.
Other papers in this series concern the abortive applications submitted by local education authorities for the fixing of appointed days for the purpose of implementing the ill-fated proposals for the compulsory attendance of school leavers between the ages of 14 and 16 at day continuation schools.
Schemes were not submitted by all authorities and this accounts for gaps in the series.

Local Authorities submitted applications outlining their proposals for the organisation and progressive development of education within their area.
The general principles to be observed by Authorities in framing their development schemes were stated in the Board of Education Circular 1119 (1919).
Although the economic conditions in 1921 prevented the board from giving their approval to general schemes, they emphasised the need for authorities to continue to plan their future programmes of development, which would be considered in the light of the board's policy as expressed in Circular 1190 (1921).
Part III Authorities are Boroughs with a population of over 10,000 and Urban District Councils with a population of over 20,000 defined in Section 1 of the Education Act, 1902 as a local authority for the purpose of Part III of the Act.
