Folios 11-37: Lord Palmerston: Schleswig Holstein: support for J.R's cabinet proposals; sending proposed communication to the Diet; considers that we should urge Denmark to repeal part of November constitution relating to Schleswig; not advisable to ask Austria and Prussia whether they hold by 1852 treaty; Austria's refusal to delay entry of troops into Schleswig; the fleet must be brought home: "... we are really not neutral in the war".
Date and place: 1864 January 11/February 16.
