Vergennes and Maurepas have both told him that the Portuguese-Spanish boundary dispute in South America is not a justifiable pretext for starting a war. They hope the dismissal of Grimaldi will induce Portugal to reopen negotiations. Attitude of Aranda. The Brest squadron.
