Folio 321: Earl of Hillsborough to R. Walpole. The Portuguese chargé d'affaires [Souza e Holstein] has communicated to him the unexpected decree of 30 August, accompanying it with the strongest assurances of the Queen of Portugal's loyalty to the Anglo-Portuguese Alliance. Hillsborough is inclined to take these assurances at face value, and he therefore tells Walpole `to complain in gentle and amicable terms of the disadvantages of the King's subjects by the Decree, but not to show any diffidence or suspicion of the Queen's disposition towards us.' Walpole must take a similar line in his negotiations with Ayres de Sá. Walpole must keep a close watch on the activities of the French and Spanish ambassadors, and try to find out why the Portuguese are reducing their army and strengthening their navy. Walpole must also warn all R.N. captains to avoid giving any offence to the Court of Portugal, and `particularly against receiving any Portuguese subjects as sailors on board their ships.'.
