Encloses copy (f.233) with English translation (f.231) of Ayres de Sá's reply to the Russian Envoy, Count Nesselrode. Five Russian warships to be stationed at Lisbon and five at Leghorn.
Date and place: 1780 Aug 31 Lisbon.
