Folio 265: Ayres de Sá e Mello to R. Walpole. In reply to his query (at f.263), Ayres de Sá explains that Portuguese vessels have not been forbidden by the Queen from going to Gibraltar, but only warned of the risk they run if they try to do so, since the Spaniards confiscate all those which they capture when trying to run the blockade. The ban on privateers leaving the port if any other vessel is in sight, is consistent with Portugal's perfect neutrality, as it applies to all nations alike. If privateers don't like it, they can stay away from Portuguese ports, where they are not welcome guests in any event.
