Acknowledges his letter of the 2d (f.192), but while he agrees that the Resolution of the Philadelphia Congress of the 15 May `has put the last hand to the rebellion of the colonies', yet he cannot withdraw British consular protection to North American ships until he receives such commands from the government at London.
