Folio 147: L. Pinto de Sousa to Viscount Weymouth. Portuguese Court will propose the convening of an international congress directly to the Court of Madrid. Portuguese Court also hopes that Britain and France will not merely act as mediators but as arbitrators and jury. Their final decision will be accepted unreservedly by Portugal. Weymouth can inform the French government accordingly.
