Folio 223: R. Walpole to Earl of Rochford. Real reason for De Mello's and Pombal's delaying tactics over the Connell case is that the Count of Oeiras, eldest son of Pombal, is President of the Lisbon Senate, so they are reluctant to take any action which may reflect on him. Difficulties concerning the employment of English pilots for the Falmouth packet-boats at Lisbon. De Mello is clearly very much averse to strengthening the separate jurisdiction of the English Judge-Conservator.
