Folio 90: E. Hay to Earl of Shelburne. Preparation of an Expeditionary Force, probably for Brazil, to counteract Jesuit and Spanish designs there. His complaint to Dom Luis da Cunha that he had not been able to get any satisfaction for his numerous complaints on behalf of British commercial interests. Da Cunha's counter-complaint that Mello e Castro in London had received full powers to deal with all of these with the British government in 1763, `but from that time to this he has never been called upon.'.
