Folio 266: E. Hay to Earl of Shelburne. His evaluation of various reports that France and Spain are seeking to detach Portugal from her alliance with Great Britain. He suspects that these are fomented by the Count of Oeiras, as similar reports have previously been current `when our commercial disputes have come upon the carpet.' He suggests the Count hopes `by this means to endeavour to fend off all discussions upon those commercial points, and to support his establishments here'. Secrecy of his office and impossibility of bribing his clerks. Considers there is no danger of Portugal entering any Franco-Spanish alliance.
