Folio 179: E. Hay to the Duke of Richmond. Encloses `a Decree lately passed, together with the translation (ff.182-85), by which decree it is determined that the policies or bonds of actions in the several trading companies established in Portugal shall be deemed .. to circulate in trade and to answer all the purposes of ready cash'. This decree has greatly alarmed all merchants, as these monopolistic companies' shares have not yet `acquired any credit among the trading nations in Europe'. Also encloses copy with translation of another recent and arbitrary decree relating to last wills and testaments (ff.186-93). Evasive tactics adopted by Portuguese government at Goa and Lisbon over debt due to Charles Douglas from Caetano Correia de Sá. Encloses copy of relevant memorial he presented on the 14 April (f.194).
