Folio 94: E. Hay to H. Seymour Conway. Is very uneasy at Conway's evident dissatisfaction at his efforts in the Macnamara and Bristow affairs, and explains at length the reasons for his own actions and the dilatory nature of all Portuguese government business. Need to appoint a new Consul-General in place of the absent and ailing Sir Henry Frankland. Ibbetson, though a worthy man, does not cut much ice as a Deputy with either the British Factory or the Portuguese ministers.
