Folio 54: E. Hay to H. Seymour Conway. His analysis of Portuguese foreign policy, which is entirely in the hands of the Count of Oeiras, who is firmly supported by the King. If a war does occur, England will admittedly be saddled with the expense of an expeditionary force to Portugal and with the naval defence of Brazil. But to abandon Portugal and the Brazil trade now, would mean the forfeiture of all debts due to British subjects in Portugal, and would deprive England of Brazilian gold, `which is the very utmost that our enemies aim at.' Realises it will be very difficult to induce the Count of Oeiras to pay any attention to `the clamours of the merchants', which so influence public opinion in England, but thinks he may redress anything which can be proved to be `contrary to particular articles of Treaty.'.
