Folio 39: E. Hay to H. Seymour Conway. Encloses copy (f.41) of a letter from General Irwin, Governor of Gibraltar, relating to a reportedly imminent Franco-Spanish invasion of Portugal, possibly accompanied by an attack on Gibraltar. His interview with the Count of Oeiras, who said he had received similar intelligence. If such an attack came, he thought about 6,000 British troops would be enough to help repel it. Hay reminded him of importance of attending to British merchants' complaints, Oeiras retorted `that it was impossible to be governed by the clamour of the merchants in general', but that any proven deviation from the treaties would be redressed.
