Folio 74: E. Hay to Earl of Halifax. Encloses details of Portuguese military and naval establishments. His comments thereon and on the aftermath of the reforms of the Count of Schaumburg-Lippe. Detailed comments on the state of the fortifications. Thinks Braziliandefences are weak and inadequate. Comments on revenue, expenses, and population, which he doubts is much more than a million people for the whole of continental Portugal.
