Folio 25: E. Hay to Earl of Halifax. The recently created monopolistic commercial companies have no credit with foreigners, and bulk of the natives dislike them also. Pernambuco Company recently did well when price of sugar was high, but this has now dropped with the peace. Portuguese ministers anxious to persuade foreigners to invest in these companies, but he thinks they would be wrong to do so.
