Folio 253: E. Hay to Earl of Halifax. Forwards letter (f.255) and related documents (ff.258-63) referring to Mr. Bristow's hitherto vain efforts to secure payment of all or part of his claims. The ministers do not deny the justness of his pretensions, but the habitual dilatoriness of the Court, the concentration of all decision-making with the Count of Oeiras, and pressure of other work on this latter, have held up everything. As for Joseph Salvador's claim (f.208), this may be a private debt rather than one on the Crown of Portugal.
