Folio 179: E. Hay to Earl of Egremont. Count of Oeiras' favourable reaction to postal proposal (ff.132, 134), but complains of Spanish postal authorities. Hay is taking up complaints of Wolverhampton and Birmingham (f.136). Complaints about the decima tax levied onBritish subjects are now being redressed. Changes in the colonial governors in Brazil. Glad that Mr. Allen is the new chaplain.
