Folio 352: E. Hay to Earl of Egremont. Passports for Earl of Bristol sent to Elvas. Arrest of British subjects and ships in Spanish ports. Escape of the Eagle privateer from Vigo, as per enclosed declaration (f.354). Encloses copy of printed Spanish Gazette of 15 Dec., together with an English translation of the Madrid portion, `which amounts to a declaration of war expressed in the strongest terms.' Measures he has taken to inform naval commanders of the rupture with Spain.
