Folio 151: Sir H. Frankland to R. Wood. Arrival of cloth-weavers from England under a Portuguese overseer to establish improved textile production at Covilhã; being arranged very secretly by Count of Oeiras with active assistance of `a considerable British merchant of this Factory.' Portuguese will endeavour to recruit more, if not prevented, but he doubts if project will succeed. Complains that packet-boat captains will not call for his dispatches, and wishes the P.M.G. would order them to do so.
