Folio 21: Earl of Kinnoull to W. Pitt. Arrived on Mar. 7 after being long delayed by contrary winds and calm. Favourable initial reactions to his visit; he thinks he has convinced the Count of Oeiras that it will be inadvisable for him to make a public entry. Forsees possible protocol difficulties with the French ambassador. Revival of the Council of State, and names of the appointees, all friends of Oeiras. Court, diplomatic, and naval news. Arrival of treasure from Rio de Janeiro. Much gold now being remitted by Dutch warships. Commends the excellent understanding between the Envoy [Castres] and Consul [Hay, his brother] who work closely together.
