Folio 141: Sir H. Frankland to W. Pitt. Analysing `the causes of the great decrease in our navigation, and the methods I esteem most proper to remedy this growing evil, so very prejudicial to the trade and navigation of Great Britain.' Great need for more frequent and more regular convoys, for want of which neutral shipping is getting most of the business. In 1757, near £1,500,000 was shipped from hence in specie chiefly on board the packet-boats.
