New Judge-Conservator elected at Oporto. New port charges on shipping and reduction of Consul's authority. New schemes for monopolistic companies for Brazil trade and projects for making the Portuguese `to be principals in their own trade and as independent of foreigners as possible.' Cardinal Saldanha has received a papal bull appointing him `Reformator of the Jesuits with very ample powers'.
