Folio 69: E. Hay to W. Pitt. Analysis of the functions of the newly established Janta do Comercio or Board of Trade, and another Board for supervision of the retail trade. Being run by persons who are not traders, they are a great nuisance to all the foreign merchants, creating `continual difficulties and embarrassments'. Poor harvest and resultant scarcity of corn and high prices. Court news.
