Carvalho is in effect the Prime Minister. French invasion of Minorca and other war news from Keene at Madrid. Departure of Portuguese ships for Bahia, Goa, and Mozambique. Arrival of the Rio de Janeiro Fleet with two millions of cruzados in specie.
