Difficulties of accepting Portuguese mediation, since the Austrians refuse to consider it unless Spanish government renounce their prior demand for an establishment for Don Felipe, which they refuse to do. Marquis of Tabuerniga is returning to England in H.M.S. Vigilant, having failed in his confidential mission despite his zeal to which Keene bears witness. Encloses intelligence report from Madrid (f.35).
