Folio 276: J. B. Parker to Duke of Newcastle. Incidents at Oporto resulting from two French prizes taken there allegedly in Portuguese territorial waters by H.M.S. Argyle, in which the Governor and populace take a very anti-English attitude and warmly support the French. Suggests he might be given some official character, as the governor refuses to see him on the grounds that he has not got any. The only English-speaking Portuguese pilot in the port has now been prohibited from piloting any English ships over the bar.
