Folio 149: J. B. Parker to Andrew Stone. Acknowledging instructions that pending the conclusion of a general cartel for the exchange of prisoners, he should arrange for the payment of 6d a day to all those in Galicia and neighbourhood and to Spanish prisoners on H.M. ships at the same rate, drawing bills on the Commissioners of the Navy for this purpose. Will do this, and only wishes he had received these orders earlier. Spaniards appear reluctant to conclude a general cartel for the exchange of prisoners-of-war, but he will do what he can. Official letters to him should be sent under cover to Lord Tyrawly `as otherwise they run a great risk of being lost in the Portuguese Post Office'.
