Folio 203: Lord Tyrawly to Duke of Newcastle. Hopes that Portuguese will observe an impartial neutrality between Great Britain and Spain, but `in plain truth, neither our own ships, or those of Spain, or the King of Portugal's governors and commanders of his forts and castles have behaved themselves as if they understood what a neutrality was', and `the irresolution and the tediousness of this Court are beyond all expression'.
