Folio 190: Lord Tyrawly to Duke of Newcastle. Varying accounts of destination of Brest and Toulon squadrons, but on the whole most likely they have gone to the West Indies. His conversation with Azevedo Coutinho on the official Portuguese reply to the projected Anglo-Portuguese convention, and reasons for Portugal's reluctance and/or inability to adopt other than a strict neutrality. As to King John V, he is still, as always, `afraid of the Queen of Spain, jealous of France, and his heart with us, if we could quiet his fears in respect to Spain'. If it is decided to conclude a convention with Portugal, he again urges he should be promoted to ambassador, even without the full pay of such. Encloses draft copy of the projected convention (f.192). Chavigny not popular personally with the King or Court, but it is still uncertain how far he will be able to succeed in his pro-Spanish negotiations.
