Folio 54: Lord Tyrawly to Duke of Newcastle. As ordered, he is trying to settle everything by peaceful negotiation with the Portuguese, and not by forceful methods as he would privately prefer. Is very critical of the Admiralty for negotiating through the Consul about the counterfeit passes instead of through Newcastle and himself. Consul Compton is both lazy and incompetent, ignorant of Portuguese, and should be replaced, although he has a friendly character and Tyrawly gets along with him very well. At present Tyrawly has to do the work Compton ought to do. Suggests Tempest Milner as a very suitable replacement for Compton. Renews his own request for a transfer elsewhere.
