Portuguese government have requested, in order to obviate the frequent disputes between the sailors in the boats from H.M. warships at Lisbon and the local populace, that the former should not be allowed to carry firearms. King is inclined to agree, if same ruling is applied to sailors from all other foreign warships, and the boats are exempt from search. Encloses copy of letter to the Admiralty (wanting). When there are two packet-boats at Lisbon, there is no need to detain both.
