Folio 2: Duke of Newcastle to Lord Tyrawly. Need above all things to try to `protect, promote, and encourage the trade of H.M.'s subjects to Portugal.' But British merchants at Lisbon must be reminded to act `in the most discreet and cautious manner' and to avoidgiving offence. Portuguese government having repeatedly complained that absconding debtors to the Crown and other undesirable individuals are given sanctuary on British warships and merchantmen, King George II is by no means prepared to countenance this practice. Tyrawly should do his best to stop it and inform the Secretary of State accordingly. He should insinuate that Galvão's recall would be a very good thing for both Crowns, but so tactfully as to avoid giving the least offence to King John V.
