Folio 164: James Dormer to Duke of Newcastle. Secretary of State's accommodating attitude over Factory's request, and his remark that he personally approved of Britain's retention of Gibraltar as a strong check upon Spain. Dormer explains why he and Stert had connived at the escape of a Portuguese Jew, José da Costa, on board the packet, although without a passport and a debtor to the King.
