Mendonça's information about French desire to negotiate a Franco-Portuguese commercial treaty, which Lumley thinks unlikely to eventuate, but will watch developments closely. News from Spain. Reported insurrection in MinasGerais (f.215) now generally believed to be true and naval and military reinforcements being sent to Rio de Janeiro.
