Folio 196: Thomas Lumley to Lord Carteret. Arrest and imprisonment of sailor from H.M.S. Falmouth for carrying arms, and copies of his correspondence with Secretary of State thereon (ff.199-206). Also sends copies of alvaras of 1411 and 1509 which expressly give English permission to carry arms. He thinks Portuguese will stall over this problem, as they much resent English being allowed to carry arms when Portuguese of same social category are forbidden to do so; as also the contraband gold smuggling by armed sailors of British warships and Falmouth packet-boats. Collapse of Franco-Portuguese project for founding a Company for exporting black slaves from Guinea to Brazil.
