Will transmit to the Oporto Factory the Lords-Justices' opinion that `they should content themselves with any house that may be appointed them for their religious worship'. Problem of obtaining Portuguese permission to land British naval stores duty-free, and the Portuguese arguments against it. Encloses copies of relevant Portuguese correspondence (ff.175-77).
