Folio 169: `An Extract of a clause in the Representation of the English Consul and merchants residing at Lisbon to the Lords Commissioners for Trade and Plantations upon the State of the British trade in Portugal'. Complains that many exports from Great Britain areconsigned to foreign firms at Lisbon, to avoid paying the Consulage on all imports from Britain. Requests that this abuse be ended by passing an Act of Parliament. Since Irish Roman Catholic merchants also refuse to pay this contribution, the Crown of Portugal should be asked to compel them to do so through the Judge-Conservator.
