Folio 216: Consul John Milner to Richard Warre. Discusses the attitude of the Portuguese government and opines that it is very unlikely that they intended signing any secret treaty with France and Spain, but that they almost certainly have a secret agreement not tomake a serious war on the frontier. Shameful performance of the Portuguese army in the recent campaign bears this out.
