Encloses translation of a letter from Portuguese Secretary of State deploring Brigadier Collier's death in Tras-os-Montes and suggesting that Major-General Carle should succeed him. Galway agrees, since `what little the Portuguese have done or do, is owing to Major-General Carle.'.
