Folio 70: Paul Methuen to Earl of Manchester. Confirms that the King of Portugal has asked secretly for large naval support from France and Spain, allegedly in the hope that they cannot supply so many ships and thus give him a pretext to avoid his treaty obligations to them. Methuen doubts this very much and thinks the pro-French advisers still have a strong influence over the chronically irresolute King. Urgently renews his previous request for further instructions and guidance.
