Folio 25: Paul Methuen to James Vernon. Portuguese busy on the fortifications of Lisbon. General unpopularity of the King's sudden pro-French volte-face. Encloses copy of his letter to Earle (f.23). Criticises merchants who have applied for King of Portugal's protection in the event of a war. Has visited the Imperial ambassador, who is disgusted with the government and expects to be recalled soon.
