Folio 15: Paul Methuen to James Vernon. Long interview with King Pedro in which he expressed King William's great concern at Portugal's rejecting the Allied offers for a defensive alliance, but accepting those of France and Spain. He warned King Pedro of French aggressive designs and asked for copy of the Tripartite Treaty and a clarification of the King's intentions. King merely replied that he would send an answer later through the Secretary of State. Arrival of Chateaurenaud's fleet and details of the same with his frank avowal he was very glad that he had not met the English fleet. Sends a translation of the Secretary of State's reply (f.21), which is a flat refusal to disclose the terms of the Tripartite Treaty or to abandon the French alliance. He will continue to wait on the King and his Ministers as usual, but will make no further representations about the alliance unless ordered by King William to do so. Position of the English merchants, some of whom are already leaving, and others may well follow for fear of a war.
