Reports a rumour, which he does not believe, that the Spanish government has offered to obtain from the Dutch the restitution of Ceylon, Cochin, and Cananore, and the cancellation of the Setubal salt indemnity, andlimited trade to Spanish America, in return for continued Portuguese neutrality in the Anglo-French war against the Dutch. Shipping news. Frontier garrisons being reinforced.
