Whether Dom Francisco de Mello will negotiate for Portugal to enter the war against the Dutch, depends on the outcome of the Anglo-French-Dutch negotiations now going on in Holland. Ridiculous Portuguese pretensions in the East-Indies. Asks for a reimbursement of his extraordinary expenses during the last three years of which he encloses a copy.
